President John Mahama has appointed Rev. Stephen Wilfred Arthur, a renowned aviation expert, as the acting Director General of the Ghana Civil Aviation Authority (GCAA).
With over 30 years of experience in air transport, economic regulation, business development, and strategic planning, Rev. Arthur brings a wealth of expertise to his new role and a clear vision for the future of Ghana’s aviation sector.
As the acting Director-General, Rev. Arthur is focused on advancing the government’s goals for sustained growth in the aviation industry while emphasizing safety, security, and operational excellence. He aims to position Ghana as a global leader in aviation by promoting innovation, improving infrastructure, and ensuring adherence to international standards.
His leadership will be centered on fostering a safe, secure, and competitive aviation environment in line with Ghana’s long-term economic development objectives.
Rev. Arthur has been with the GCAA for nearly 30 years, steadily rising through various leadership roles. Most recently, he served as Director of Economic Regulation and Business Development from January 2019 to March 2025, where he led key initiatives in policy development, regulatory compliance, budget management, and stakeholder engagement to build a sustainable and competitive air transport sector.
Earlier in his career, Rev. Arthur held positions such as manager of Business Development and Statistics, where he conducted economic audits of airlines, assessed business plans for air carriers, and contributed to air transport regulatory frameworks. He also worked in the Corporate Planning and Finance departments, playing a key role in financial reporting, investment analysis, and budgeting.
A regular participant in global aviation policy discussions, Rev. Arthur has represented Ghana at several International Civil Aviation Organization (ICAO) conferences and Bilateral Air Services Agreement (BASA) negotiations. He is a member of various high-level committees, including ICAO Facilitation and the African Civil Aviation Commission (AFCAC) Working Group on the Single African Air Transport Market (SAATM) implementation. He also chairs the Steering Committee for the Advance Passenger Information (API) and Passenger Name Record (PNR) systems project in Ghana.
Rev. Arthur holds an executive MBA from the University of Bradford in the UK and a Bachelor of Science in Administration from the University of Ghana. He has also completed specialized training in senior civil aviation management, air transport economics, and strategic airport management at institutions such as IATA and the Singapore Aviation Academy. Additionally, he is a fellow of the Global Association of Certified Chartered Economists.
Rev. Arthur has led significant initiatives in Ghana’s aviation sector, including developing consumer protection policies, establishing the National Air Transport Facilitation Committee, and implementing an economic surveillance program. His leadership and expertise have earned him considerable respect in the fields of air transport policy and economic regulation.
Beyond his professional career, Rev. Arthur is the founder and leader of Kingdom Family International, a Christian-based church.
